Since the TAP-Win32 driver exports an ethernet interface to Windows, and since TUN devices are point-to-point in nature, it is necessary for the TAP-Win32 driver to impose certain constraints on TUN endpoint address selection.Namely, the point-to-point endpoints used in TUN device emulation must be the middle two addresses of a /30 subnet. Though both are for tunneling purposes, TUN and TAP can't be used together because they transmit and receive packets at different layers of the network stack. TUN, namely network TUNnel, simulates a network layer device and operates in layer 3 carrying IP packets. TAP, namely network TAP, simulates a link layer device and operates in layer 2 carrying Ethernet frames. TUN is used with routing. TAP can be used to create a user spacenetwork bridge.[2]

Packets sent by an operating system via a TUN/TAP device are delivered to a user space program which attaches itself to the device. A user space program may also pass packets into a TUN/TAP device. In this case the TUN/TAP device delivers (or 'injects') these packets to the operating-system network stack thus emulating their reception from an external source.[2]
